Hungary Accuses Brussels, Kiev of Plotting Regime Change

Hungarian Prime Minister Viktor Orbán is making serious accusations against the EU and Ukrainian leadership.

Published: October 17, 2025, 3:14 pm

The Hungarian PM has once again expressed his belief that Brussels, together with the Zelensky government in Kiev, is conspiring to bring about a change of government in Hungary in order to install a compliant administration in Budapest.

In an interview with the conservative weekly newspaper Hetek, Orbán spoke plainly: “Attempts to influence Hungarian domestic politics come not only from Brussels, but also from Kiev.” He was even more explicit, claiming: “Brussels’ goal is to install a pro-Ukrainian government in Hungary.”

Orbán identifies EU Commission President Ursula von der Leyen and Ukrainian President Volodymyr Zelensky as the main actors in the conspiracy, without naming them. Issues of conflict between Hungary and the EU include Brussels’ military aid to Ukraine, the anti-Russia sanctions, and the rapprochement with Ukraine advocated by von der Leyen. Orbán reiterated his firm opposition to these plans and announced that he would do everything “to prevent Hungary from being drawn into a possible war with Russia.”

Hungary’s Foreign Minister Péter Szijjártó expanded on the allegations, writing on Facebook that there were also plans to destabilize Slovakia and Serbia. The EU leadership fundamentally disapproves of member states primarily pursuing their national interests.

Russia’s foreign intelligence service has since confirmed the scenario, claiming that von der Leyen is seriously examining scenarios for regime change in Hungary. According to the plan, opposition politician Péter Magyar is to be brought to power by 2026 at the latest.

Orbán sees these efforts as directly linked to his blockade of Ukraine’s accession to the EU. He recently accused Kiev of conducting secret operations in Hungary to influence the upcoming parliamentary elections.
