Kiev representative rotational member of the Security Council, has witnessed some “institutional flaws” in the work of the Council. In particular, there are numerous cases of abuse of the right of veto, because “just one delegation can cause the Council to be completely paralyzed in situations when the Security Council’s actions are extremely necessary,” he stated.
Another problem they noted was “negotiations for the sake of negotiations”.
“The simple truth is that with such an attitude, we will never even come to terms with the text, because there will always be some sort of detailing, or aspect, or procedural problem that needs clarification and coordination,” he added.
Kiev called for speedy reforms and expressed hope that the changes may come as early as 2018. “If unable to achieve any progress along this path , it would lead to further reduction of the authority and relevance of the Security Council and, as a result, the entire organisation,” the delegation said.
All the permanent members of the UN Security Council – Russia, the United States, China, France and the United Kingdom – have the right of veto, which makes it possible to block any resolution.
Kiev has already called upon the Council to deprive Russia of this right on several occasions.
In response to this, the official representative of the Russian Foreign Ministry, Maria Zakharova, told Foreign Minister Klimkin “to fix his country first, before trying to improve international mechanisms”.
The call from Kiev comes in the wake of the human rights ombudsman of the self-proclaimed Donetsk People’s Republic, Darya Morozova last month, detailing how a secret network of prisons is used by Ukrainian authorities.
“We found out from an interview with released captives that the practice of secret prisons is still in place in Ukraine,” Morozova told TASS.
The Donetsk republic’s authorities were trying to inform the United Nations, the Organization for Security and Cooperation in Europe and the International Committee of the Red Cross (ICRC) about the rights of individuals captured by Ukraine being violated, she said.
